Afcons Infrastructure wins ₹1,779 crore underground civil contract for Delhi Metro Phase 4

New Delhi, India (Urban Transport News): Delhi Metro Rail Corporation Limited (DMRC) opened the financial bid for Underground Civil Contract Package DC-09 for construction of 6.51 km section (with twin tunnels) of 23.622 km Silver Line (Tughlakabad – Delhi Aerocity) on December 14, 2021 . As per the bid results announced by DMRC, Indian leading infra firm Afcons Infrastructure Limited emerged as the lowest bidder (L1), beating the other five bidders. The financial position of each bidder is as follows:-

  • Afcons Infrastructre Ltd: Rs 1,779 crore (L1)
  • ITD Cementation India Limited: Rs 2,029 crore (L2)
  • Gulermak Heavy Industries Construction and Contracting: Rs 2,329 crore (L3)
  • Larsen & Toubro Ltd: Rs 2,610 crore (L4)

However, Shanghai Tunnel Engineering Company (STEC) and a joint venture of Dineshchandra R Agarwal Infracon Pvt Ltd and Hindistan Construction Company (HCC) did not qualify in the technical round. Hence, their financial bids were not opened.

Tender was invited for contract package DC-09 in May 2021 with an estimated cost of Rs 1427.87 crore. The Technical Bid was opened in August 2021.

Scope of work Design and construction of Twin Tunnel (Up & Down Line) with Shield TBM, Cut & Cover Tunnel Box, Underground Ramp and Entry/Exit and Connecting Subways by four underground stations namely Chhatarpur, Chhatarpur Mandir, IGNOU and Neb Sarai is included. 5356.285 m from chainage. From Aerocity to Tughlakabad Corridor of Phase-IV of Delhi Metro Rail Project up to 11867,000 meters. The period of completion of the work is 42 months.

Bids have now been sent for final evaluation.

Afcons Infrastrucrure Ltd had earlier emerged as the lowest bidder (L1) in the other two contract packages (DC-05 and DC-07) of Delhi Metro Phase 4. However, DMRC is yet to issue the acceptance letter to the firm.

Delhi Metro’s new 23.622 km Silver Line will connect Tughlakabad to Delhi Aerocity with 15 (4 Elevated and 11 Underground) stations. The deadline for the construction of this new corridor has been set as 2025.
